Planning Committees and Processes at the Grama Panchayat Level

Information regarding the committees and processes that lead the planning and implementation of development projects at the Grama Panchayat level is given below. As part of Kerala's People's Planning Movement, a robust grassroots planning system is in place.

Key Components of the Grama Panchayat Planning Process

1. Development Standing Committee

The primary planning responsibility for development projects in the Grama Panchayat is carried out by the Development Standing Committee.

  • Responsibilities: Prepare projects and evaluate their progress in sectors such as agriculture, soil conservation, social forestry, small-scale industries, housing, and public works.

2. Working Groups

Working groups are formed across various sectors to prepare the Grama Panchayat's annual plans in a precise order of priority.

  • Examples: There are separate working groups for agriculture, the productive sector, health and sanitation, poverty alleviation, women and child development, etc.
  • Members: Elected public representatives, concerned officials (such as the Agricultural Officer, VEO), and local experts serve as members.

3. Grama Sabhas and Project Formulation

Real planning begins at the Grama Sabha level.

  • Grama Sabhas: Voters of each ward gather to discuss the developmental needs of the area and submit suggestions.
  • Development Seminar: Working groups consolidate the proposals received from Grama Sabhas and draft projects. These projects are then discussed at a panchayat-level development seminar to finalize the annual plan.

District Planning Committee (DPC)

Administrative sanction and final approval for the projects prepared by the Grama Panchayat are granted by the District Planning Committee (DPC).

  • It operates in accordance with Article 243ZD of the Constitution of India.
  • With the District Panchayat President as Chairperson and the District Collector as Member Secretary, this committee allocates funds for local body projects and approves amendments.

Note: To make decentralized planning more people-centric at the central government level, special Grama Sabhas are convened every year from October to December through the Grama Panchayat Development Plan (GPDP) or "People's Planning Campaign," and projects are uploaded onto the e-GramSwaraj portal.
