Steering Committee: Main Responsibilities and Structure

In the local self-government system of Kerala, the Steering Committee plays a crucial role in the daily administration and decision-making of a Grama Panchayat.

The primary objective of this committee is to coordinate the activities of the various standing committees within the Grama Panchayat and ensure the smooth functioning of the administrative system.

The structure and key responsibilities of the Steering Committee are as follows:

1. Structure of the Committee

This committee consists of the panchayat's most prominent public representatives:

  • Chairman: The Grama Panchayat President serves as the Chairman of this committee.
  • Members: The Grama Panchayat Vice-President and the chairpersons of the various standing committees (such as Development, Welfare, Health-Education, etc.) are members.
  • Secretary: The Panchayat Secretary attends the meetings of this committee and records its decisions.

2. Key Responsibilities

  • Coordination: Coordinate the projects and proposals prepared by the various standing committees to ensure they do not contradict one another.
  • Agenda Preparation: Pre-examine and determine the key issues and agendas to be discussed at the general meeting of the Grama Panchayat governing body (Panchayat Committee).
  • Emergency Decisions: Make provisional decisions in urgent situations where a general meeting of the Panchayat Committee cannot be convened (these must be subsequently approved by convening a general meeting).
  • Dispute Resolution: Discuss and resolve administrative disputes and confusions arising between various committees or officials.

In short, the Steering Committee functions as a high-level body acting like the "cabinet" of the Grama Panchayat.
