Working Groups / Expert Committees
As part of the People's Planning process in local self-government institutions in Kerala (Grama Panchayat, Block Panchayat, District Panchayat), Working Groups or Expert Committees are formed to prepare annual plans.
Instead of formulating the panchayat's development projects behind closed doors, the goal is to prepare them scientifically by involving experts and public representatives from each sector.
Key information regarding the Working Groups is provided below:
1. Composition of Working Groups
Separate working groups are formed for each development sector. A working group typically includes the following members:
- Chairperson: A public representative (designated by the Panchayat Committee).
- Convener: The official panchayat officer related to that sector (for example, the Agricultural Officer serves as the convener for the agriculture working group).
- Members: Experts in that sector, retired officials, volunteers, and beneficiary representatives.
2. Important Working Groups
Panchayats generally have separate working groups for the following sectors:
- Agriculture and Allied Sectors (Animal Husbandry, Dairy Development, Fisheries)
- Local Economic Development (Industries, Employment, Tourism)
- Poverty Alleviation
- Social Justice and Women's Development (Welfare of SC/ST, women, children, and persons with disabilities)
- Housing
- Public Health, Sanitation, and Drinking Water
- Education, Arts, Culture, and Youth Welfare
- Physical Infrastructure (Roads, Bridges, Buildings)
- Environment and Climate Change
3. Main Responsibilities of the Working Group
- Prepare Development Documents: Consolidate the needs and suggestions raised in Grama Sabhas and Ward Sabhas.
- Project Formulation: Prepare practical projects according to precise guidelines, taking the available Plan Fund into account.
- Provide Technical Assistance: Offer necessary technical advice to the panchayat governing body from project planning through implementation.
- Determine Priorities: Help the panchayat decide which projects should be given greater importance.
